Characters per second spam limit is a way to catch novel, copy-pasted spam. The default setting of 7.9 should be fairly balanced, allowing 7.9 characters per second (eg <= 79 characters per 10 seconds, measured since last message or captcha solve)
<2 - painful (requires waiting a while to send messages)
4 - can block fast typed messages on tor (any less is not recommended)
4.5 - Very strict, can trip on local network for normal (but fast typed) messages
5.5 - Block onion links and very fast typed local network messages
6-7 - In between
8 - allow onion links if there is a 7 second+ wait
12 - allows onions with GUIDs or so
15 - blocks hellspam (300 per 19.9) and allows most messages
19.9 - blocks hellspam only (300 chars per 15s)
20+ effectively off
negative or very small (eg 0.00002 or less) can deny all messages
